Measuring Managerial Efficiency of Public Sector Organizations

This article provides a review of data envelopment analysis (DEA) as a tool for benchmarking public sector organizations, emphasizing a microeconomic-oriented approach to constructing empirical production possibility sets. In the literature, justification of DEA from an economic viewpoint seems to be still implicit while DEA is very closely related to the quantitative microeconomic analysis. We then introduce DEA through comparing it to the nonparametric production analysis developed by Varian (1984), which helps us properly interpret the results obtained by DEA. An empirical application is illustrated by measuring efficiency of Kyoto municipal libraries. The results include the time development of Malmquist productivity indexes of the libraries as well as technical efficiency. The decomposition analysis of the Malmquist productivity indexes reveals both the frontier shift and the deficiency from the frontier. Large libraries are fully efficient and simultaneously expand the frontier over time. In contrast, smaller libraries suffer from deterioration of efficiency and stagnate the frontier. This is mainly explained by the differences in demand side conditions due to location.
