Since the beginning of the 21st century, the world economy seems to begin veering the straight path of globalization. Along with globalization, regionalism has also rapidly developed its influence. In Europe, the European Union (EU), born in 1993, has since enlarged with the joining of ten other Middle European and East European countries in May 2004. In the American continents, the North America Free Trade Agreement (NAFTA) was concluded in 1992, and the American Continental Summit agreed in 1994, to sign a Free Trade Area of the Americas by 2005. In East Asia also where FTA movements had lagged behind other areas, the FTA boom has spread rapidly over the last few years. Although the world economy seems to be in the process of becoming a triad of economies with institutions, it is not clear whether East Asia will be able to realize its position as a pole of the three. The East Asian economy may sink into the valley between America and Europe. However, the issue of an East Asian community as well as FTAs has lately become popular in discussion. Perhaps it is because East Asian people and countries are becoming convinced that they need to build the community to maintain the prosperity of their economies under globalization. Since the 1960s, economic growth has been spreading over East Asia, and presently, East Asia faces the problem of building a regional society with an identity greater than just only the issues of economic discipline like signing FTAs.
