Japanese Government as well as other donor Governments had consistently been supporting Rwandan Government under the Habyarimana Regime. In this paper, I make a focus on Japan’s ODA to Rwanda before and after the genocide in 1994 to draw a clear contrast in the light of conflict sensitivity in ODA policy makers and practitioners as well as to identify persisting structural fragility and aid dependence of the country before and after the genocide.\<br/>In order that development assistance could be an effective driving force for Rwandan peace and development, the assistance shall be accompanied by sufficient conflict sensitivity with a deep insight into the intricate situation of the country, bearing in mind the above mentioned structural contrast and similarity.
