カレツキの経済政策論-完全雇用の政治経済学-

This paper considers the modern relevance of Kalecki's ideas on economic policies. While he believed in the advantages of socialism as an economic system, he also searched for the ways to relieve evils of capitalist economies such as unemployment, poverty and inequality. Basing on the view that the insufficiency of effective demand was the main cause of unemployment, he proposed the methods of government spending on public investment or subsidies to mass consumption, and redistribution of income from higher-to lower-income class in order to achieve full employment. However, Kalecki considered that in capitalist economies there would be substantial political and social obstacles to maintain full employment. He asserted that 'industrial leaders' would oppose full employment achieved by government spending because sustained full employment would enhance the power of the working class and shake the political stability of capitalism. Further, he was skeptical of the possibility of development of capitalist economies. Because economic policies are made as a result of conflict between the interests of various groups in the capitalist camp, intervention will never be consistent. Kalecki shows a deep insight into the working of social conflict in capitalist economies.
