The Discourse Analysis of the Public Interest in the Debates on the Electric Telegraphs Bill of 1868 in Britain

This paper complements Matsunami's 2012 conclusion regarding the concept of public interest in the debates on the Electric Telegraphs Bill of 1868 in Britain. When the British government purchased and managed the British telegraphic companies, the British parliament agreed to nationalize the electric telegraph. The framework of the agreement was as follows; first, the nationalization of the electric telegraph was not for the benefits of the state but rather for the benefit of the public. Second, the duty of the state was to ensure public interests. The public was involved in the spread of the electric telegraph because the electric telegraph cables covered every village corner in the country. Public interest refers to the interests of the public and the country, and not of the state and of the government. The government worked to ensure the public interests of the electric telegraph through the post office system.
