An Assessment of Foreign Resident Services through the Public Outreach Project for Fostering Intercultural Coexistence in Nagoya

While local-level service provision for foreign residents in Japan is often considered in a negative light, this paper aims to build a more nuanced understanding. Utilizing data from a multifaceted research study, including interviews with city officials, concerned organizations and foreign residents themselves, we find that while foreign residents in the Nagoya area are generally satisfied with the services offered to them, additional improvements can be made in foreign resident service provision. In particular, we note a strong overlap in organization functions on the one hand, and a concentration of funds in governmentdesignated agencies on the other. To further improve service provision, additional cooperation between public and private organizations is necessary, in both information dissemination and funding activities.
