本研究では、国有林野における森林レクリエーション事業(以下、森林レク事業)を国有林と地元農山村地域(以下、地元地域)との相互的関係の歴史的変遷の中に位置付け、その展開過程を実態的に明らかにすべく、以下の4つの課題を設定し、それぞれについて分析を行った。
National forests are major providers of recreational opportunities. The national forest land use for recreational enterprises (NFLURE) program provides an opportunity to promote the tourist industry regionally. From a historical viewpoint, national forest management (NFM) and local interest groups have been deeply involved with each other in many ways, and these mutual relationships have changed according to the demands of the times. The current relationship, as mediated by NFLURE, can be regarded as simply the latest of these changes. The main goal of this study was to investigate the process of transition of recreational enterprises in national forests on the basis of the points mentioned above and to clarify the present state of NFM and the relationship between NFM and local society. Specifically, we considered the four points described below.
