This article aims at the proposal of a framework of organizational learning from the viewpoint of knowledge creation. Firstly, we argue that there exist two different types of organizational learning, which are called single-loop learning and double-loop learning. Furthermore, we point out that the knowledge creation process is deeply related to the latter. And we insist that the knowledge creation process consists of two subprocesses, namely a divergent process and a convergent process. Secondly, we also point out the two sides of organizational learning, i.e. its cognitive side and its behavior side. We then examine both of these sides based on the viewpoint of divergence and convergence. Lastly, we present a framework of organizational learning as knowledge creation.
