The improvement of productivity of white-collar workers has progressed more slowly than that of blue-collar workers. The reasons have been the difficulties of measurement of such productivity, white-collar workers' propensity to avoid such measurement, rejection of top management to treat this productivity as high priority matters. But if the activities of white-collar workers is thought to produce knowledge, it is natural that productivity should be measured, and its improvement and accumnlation of intellectual capital are the most important for knowledge generating persons, departments (R&D, sales department, and so on), divisions, and organizations as a whole. In this paper, we first will outline what constitutes the operations of white-collar workers and then emphasize that they are the intellectual activities of human being, or cognition, processing, creating, recording and reusing of their product, that is knowledge. In consequence, white-collar workers' productivity has to be measured in terms of both the process-oriented measurement and the goal-oriented measurement. This research is preliminary, and so we continue to research and finally aim at constructing a robust and complete theory of the intellectual activities white-collar workers in the near future.
