The Scope of Foucault’s Critical View on Neoliberalism : Focus on the genealogy of homo economicus

Foucault's theory of governmentality has been used as a theoretical framework for criticizing neoliberalism. However, how Foucault understood neoliberalism is still being discussed since his attitude towards neoliberalism was equivocal. This paper attempts to reconsider Foucault’s view on neoliberalism from the perspective of "subject formation”, which is an undercurrent of Foucault's thought. This paper first points out that the difficulty of understanding Foucault's view on neoliberalism stems from the problem of "subject formation”. I argued that the deployment of the governed’s view was merely a methodological change and it can’t be considered as an affinity between Foucault and neoliberal ideas. Next, this paper argues that Foucault’s view on neoliberalism can also be understood as an genealogy of homo economicus. Examining how the relationship between discourse and reality has been built is the cornerstone laid down in Foucault's criticism.
