This paper tries to reveal the effect of the Savan-Seno Special Economic Zone(SaSEZ) as a policy measure. It firstly reviews the process of the establishment of the SaSEZ. Then using the comments from the authority and Japanese companies, it clarified that Japanese companies are hesitating to expand their business into SaSEZ although they are interested in investing in Laos. There are two points to evaluate the special zones. One is whether there is enough demand or not. And the other is whether process of special measure is well coordinated among relaxing agencies or not. This paper confirms that investment demand concentrates in Vientiane although investment demand is increasing in Laos. As for the coordination, Japanese companies are confused because it is not clear how Special Economic Zone Authority(SEZA) has enough authority to promote policy measures. These facts suggest that SaSEZ will have difficulty for the time.
