Previously, we have proposed the hierarchical coding scheme which allocates data to spatial frequency components of the image depending on the priority. This scheme is possible to receive information of the high-priority even if communication distance is long. However, we need to distinguish multi-valued data from the received image by using a hierarchical coding.
