One of the constraints of the country's development is the hierarchical order of the society conditioning social and gender relations. The Ministry of Women's Affairs (MOWA) has been implementing the Gender Mainstreaming Action Plan to promote gender equality with key line ministries. The author examines the gender situations in the agricultural sector and discusses the promotion of active participation of women in agricultural and rural development. Agriculture remains as the backbone of Cambodian economy and rural women largely contribute to agricultural production, but the role of women in agriculture is underscored. The Ministry of Agriculture Forestry and Fisheries (MAFF) of Cambodia has only 15.6% female staff and no female staff above department directors. It is noted that the gender statistics are fundamental and important means to examine real situations of rural women and to monitor the progress of gender-responsive government actions. Gender relations in Cambodian agricultural sector are changing and the number of women participants in agricultural training is increasing by involving local authority in gender awareness activities.
