As North Korea recognized that it could not survive without external assistance, its leaders had no choice but to request emergency aid from the international community. The U.S. responded by sending food aid to North Korea even though there was a dispute whether or not it be treated as \"diplomat interest\". It is proper to say that U.S. food aid to North Korea lacks coherence; politics and humanitarian aid do not work well in practice. First of all, the U.S. goals in its food aids have been contradictory; is it for its national interests or does it reflect the intentions of a donor community? Seen in this light, the U.S. policy for food aid does not exhibit consistency. Secondly, the way of providing food aid for North Korea was actually not through bilateral assistance but through multilateral means, the World Food Programme (WFP). And as long as the U.S. utilizes this channel, it is obvious that its own diplomatic interests could not be directly emphasized. Thirdly, the role of U.S. NGOs implementing a bilateral food aid project has an element of controversy and incoherence.
