There were a lot of issues to be solved when subscribing to electronic journals in the national universities in Japan. The activities of the task force to build the consortia with large publishers were discussed in detail. The task force has now maintained the consortia having more than 12,000 full-text electronic journals with about US$ 100 million in total. Most of the national universities have joined the consortia. The issues remained were also discussed in the paper. In order to maintain the consortia and build new ones the sustainability of the electronic task force of JANUL should be considered.
