In the advanced nations of special needs education in Europe and America, the principal and the expert performed a coordinator's role. In the country where the principal acted as the coordinator, the staff had various specialists. The experts took the training more than one year in graduate school. But it was found that the coordinator in Japanese high schools had little training, and his/her specialty was low. The placement of school counselors is also few in Japanese high schools.
