It seems that Indonesia successfully has consolidated its democracy since then. But the weakness of the rule of law remains the risk for democracy. This paper discusses the relation between democratization and the rule of law, especially, by focusing on the movement of legal aid for the poor that pursued the rule of law under the authoritarian regime. At first part, relation of political liberalism and lawyers is discussed. Under highly repressive authoritarian regime, Indonesian legal aid NGOs and other less political NGOs could play active roles in criticizing undemocratic policies of the regime. Second, this paper discusses how "the rule of law" became the keyword for democratization movement by reviewing so called "Indonesian democracy" under authoritarian regimes (Soekarno and Suharto). Third, we discuss the strategy of Indonesia Legal Aid Foundation (LBH, a major legal aid NGO) as well as challenges for survival under authoritarian regime and tention in relation to lay people.
