Chapo Guzman is the boss of the Sinaloa Cartel, which is the one of the most powerful criminal organizations in Mexico. And he is a key figure in the Mexican underworld since 1980's. The Illegal drug problems in Mexico are very complicated. For example, Some people on the governmental authority side help the criminal organizations. And the army, which is supposed to face up to the drug cartels is being accused of the violation of human rights. And there is a culture that it must be called "drug culture" in some area of Mexico and so on. The main purpose of this article is to show the above-mentioned complexity of the illegal drug problems in Mexico through examining the rise of Chapo Guzman in the Mexican underworld. The complexity of this problem partly comes from cultural aspects, regional traditions, the social problems that Mexico has been faced since long time ago, and the existence of the United States as huge consumption market of illegal drugs.
