It focuses specifically upon the College of Education and Human Development (CEHD) at the University of Minnesota in the United States. Discussed are key decisions and major change turning points in response to 17 years of budget cuts that led the CEHD to restructure and refocus its programs through strategic planning and other efforts. Also addressed is how these efforts fit into and in some areas even shaped educational change and reform across the entire university.
