In 1899 the Vocational School Order was promulgated, and in 1903 the Specialized School Order was Promulgated. Thus, Vocational School those school offering higher education was considered vocational specialized school. Accoding to Specialized School Order entrance requirement for specialized schools were limited to middle school graduates, the graduates of four-year or longer course at a girl's high school, or those cirtified as their equivalent i. e, the graduate of vocational school etc. In fact, some of the graduates of vocational schools entered to many governmental vocational specialized schools. But women were refused to all governmental vocational specialized schools. In governmental vocational specialized schools many kinds of method were adopted for their entrance examination. They were oral ex., written ex., health inspection and recommendation of middle school or vocational school president. In these methods, most important factor was the written ex. upon the subjects that learnt in middle school.
