 note = {This paper surveys and analizes historical development of vocational training measures by the Women and Youth Bureau, and the Vocational Training Bureau in Ministry of Labor for unskilled women over middle age. In Chapter 1,vocational training measures for jobless women after World War II is briefly surveyed. In 1950's the public vocational training centers of domestic service were instituted at big cities mainly for a war widow. They reorganized into a center for jobless women in 1960's. The matters about the centers and vocational training were within the jurisdiction of the Women and Youth Bureau in Ministry of Labor. In 1973 the control of the matters was transferred to the Vocational Training Bureau. Vocational training of domestic service was started in public vocational training centers, 5 vocational training centers only for women were established. In 1999,a vocatinal training for employment promotiom of women is abolished. This paper points out that vocational training measures for women are a turning point in order to bring about true sexual eqality at present. Chapter 2 surveys a short-term training measures for women. From 1960's on, although an opportunity for women's part-time jobs drastically expanded, unskilled housewives over middle age had difficulties to get a job. Short-term vocational training classes for them were opend by the Women and Youth Bureau since the latter half of 1960's. In 1977,the Employment Support Center for women was established to offer women guidance and information for employment and short-term vocational training class. On the other hand, in 1986,The Law of Human Resources Development added a short-term course in public vocational training. It was defined as a training course for easy and simple job, for a part-time job later. The main target of the course is women. Today, a short-term course for part-time job is offered as one of various short-term cources. The short-term course for part-time job and short-term vacational training class in the Employment Support Center are both based on the measures for part-time job in Ministry of Labor., 国立情報学研究所で電子化したコンテンツを使用している。},
