The methodology of this study was investigating main functions of sectors which related to technical education. For example : economical sector, educational executive sectors i.e. Ministry of Education and Science (MOES). Broad of Education (B E), non-govern-mental (NG) educational research sector, technical teachers groups, etc. The implementation of technical education has three dimensions : objective dimensions, contents dimension and methodology dimension. Regarding the objective dimension, most of the revision of the Course of Study tried to get the response expectation of people, especially in the economic sector. In regards to the connects dimension, MOES tried to have information from NG educational research groups, and regarding methodology dimension, technical teachers develop teaching materials and teaching methods under the lead of educational centers and NG research group. The relation between MOES and NG research groups are competitive on theory. MOES consults the Educational Council and after years of deliberation have revised the Course of Study. MOES has a nation wide disseminating system for the Course of Study. The NG research group criticizes the policies of the MOES. After years of implementing the nation wide feed back system of the Course of Study in function. The relations of three groups are dialectic. Technical teachers organized the Educational Research Society of All Japan Junior High School Industrial Arts (ERSAJJHSIA). The society has annual regional and nation wide conferences in order to discuss and deliberate technical education. The teachers group to make integration (Aufheben) the ideas of MOES and the ideas of NG research group criticized MOES's idea on objectives of technical education and the emphasis of knowledge domain and safety in practice in workshop. The Society of ERSAJJHSIA published a report "Theory and Practice (Rironn to Jissenn)" once a year. The report presented an ideal Course of Study which teachers are expected to follow.
