Inter-organizational relations use the concept of network to analyze comprehensively inter-organizational relations composed of more than three organizations. When Industrial Cluster as network functions, it needs differentiation, integration and hierarchy. There are various specialized organizations which are sources of flexibility for Industrial Cluster. These organizations are integrated by the shared local identity and the linkage-firm's coordination. Because the local identity consists of cultural homogeneity and industrial sense, it improves the flow of information in Industrial Cluster. The linkage-firm has power by carrying in demands into Industrial Cluster and coordinates various specialized organizations. From the local identity which these organizations are aware of and the coordination of the linkage-firm, Industrial Cluster has the hierarchical structure.
