 note = {The purpose of this paper is to investigate the Russian system of teaching the mechanic arts. First, the character and the organization of the Imperial Technical of Moscow that organized the Russian system are examined. It is definitely shown that the school attached impotance to the practical instruction. Next, the program of the systematic instruction in the locksmith that was recorded in the document dated 1873 is compared with the couse of instruction that was taked from the pamphlet dated 1893. Until now, only the latter has been introduced to Japan, and recognized as the program of the Russian system. As the result of the examinatjon it is definitely shown that the latter program had been improved. Therefore the former program is the original form of the program of the Russian system.},
