There are some back grounds in the academic and political discussions concerning development of higher vocational education system in Japan. Data sources are mainly formal information which were collected by authors in each country and acquired through discussions among us. As some results of analyses, we can point out such as following issues. 1. Three countries have commonly the formal procedures for approval system of new institution of higher education. 2. Generally, each procedure proceeds from the stage of making up of application, hearing, the stage of the judgment, decision stage at parliament or legislation and the approval. After the approval or establishment of institutions, they periodically take procedures for accreditation. 3. There is also such a common tendency as jointing the establishment approval with the accreditation system. 4. Also, each country tends to approve and has approval system to only private institutions, as public institutions have already enrolled the formal roles. 5. There are such items concerning setting approval criteria as the need to be founded, the validity of setting, the level of facilities and equipment, the number of teachers (professors) and their qualification, owning property and running organization etc. 6. Most key point item is the teacher's qualification issue among these items. In this point, there is the big diversity among three countries. Generally, each country obligate teachers or professors to take over Mr. degree, but legislations claim them to have Dr, Degree in Germany and Korea.
