This is the comprehensive political idea concerning global warming, economic growth, and energy. The idea of the green growth strategy is similar to the ecological modernization theory that was introduced in 1980's Germany. This paper intends to reveal the characteristic of the green growth strategy by comparing with the ecological modernization theory. The unique point of green growth strategy is that this strategy has influenced by the developmentalism, which is distinguished by emphasis for economic growth and job creation, and continuous control by elites. It is reasonable that the government has promoted this strategy as economic strategy because economic growth has been continuing in Korea. However, if Korea hopes to change social structure to resource and energy saving society, Korean political system has to be transferred to one that enable civil to participate decision making process, or it might be built Korean (or Asian) way of ecological modernization.
