 note = {What has the modern Japanese society created systems for commemorating victims of natural disasters ? It has constructed pagodas based on traditional folk belief or Buddhism, documented disasters and constructed memorial monuments to preserve memories of disasters for future. The Noobi Earthquake left more than seven thousands casualties in October 1891. After the tragedy, a memorial facility, Sinsai Kinendo, was constructed for commemoration of victims. Local people have kept on mourning at this site up to now. This paper examines newly found materials on the memorial facility and articulates findings.},
