The investigation of the polarity of electro-static field change and of the amplitude relation between static field change and light pulse,both produced by the same local breakdown,has led to the following results. (1) The directions of local breakdowns in a slow discharge process are approximately maintained the same. (2) The local breakdowns of cloud discharges are accomplished by a local upward movement of negative charges and in many cases successive positions of them are conversely descended to the lower negative charged region from the upper positive part.
