The present paper is a detailed description of the recent results yielding the preliminary conclusions published earlier. The author studied the problem in terms of the inclination of phase frequency spectrum curve, and the mean values of both the tangent to the curve at 6 kc/s and the inclination of a rough linear portion between 8 and 14 kc/s were employed.
