It has been found that the level of yearly maximum of the occurrence rate has changed with such a regular way that at each station the level began to rise after the last sunspot maximum period, but the higher the latitude the sooner the level turned to fall, since then it has continued falling. It is suggested that these annual variations may be qualitatively explained from following three points: 1. variation in polar creep characteristics for whistler propagation caused by increase of gradient of electron density against height in the upper atmosphere, 2. fall of whistler propagation through duct of field alinged electron distribution, and 3. change of inclination of ionospheric layer.
