During this time, Japan introduced the US light-water reactors for private electric companies and developed advanced reactors and fuel reprocessing facilities to create an independent nuclear fuel cycle. The conclusion is summarized as follows. First, the primary aim of building private nuclear power plants in the first half of the 1960s when Japan utilized inexpensive imported petroleum, was to protect domestic nuclear plant manufacturers rather than supplying surplus energy. The policy decisions were mainly influenced by nuclear power plant manufacturers and the Japan Atomic Industrial Forum, not the private electricity companies. Second, ideologues, who believed Japan's energy independence was in its national interest, influenced policymaking. Therefore, the national developmental project of advanced thermal reactors and fuel reprocessing facilities commenced, even though nuclear plant manufacturers and private electricity companies suspected them of being uneconomical.
