The media, as well as leading intellectuals and scholars criticized the government for impinging on “academic freedom.” On the other side of the argument accuses the Science Council of Japan of disregarding “academic freedom” regarding military research. How the public should interpret this issue is what this research hopes to clarify. In particular, this investigation explores the question of “who is free” and “from what he/she(they) is (are) free.” Debates on the subject of “academic freedom” are often complicated, pointing to no clear conslusion. I suggest that the distinction between an individual’s freedom and organizational autonomy has not been adequately discerned. In this investigation, the notions of “freedom to study,” “reedom to publish,” and “freedom to teach” for individual scholars is defined as “academic freedom” in a narrow sense. On the other hand, “university autonomy” and “autonomy of scientific communities” are regarded as “academic freedom” in a broad sense. Firstly, this paper describes the process of the formation and transformation of “academic freedom,” “university autonomy,” and “autonomy of scientific communities” from the perspectives of “who is free” and “from what he/she(they) is(are) free.” Next is an analysis of how universities and scientific communities have constrained the academic freedom of the individual scholar. The results suggest that “academic freedom” is a relative concept, not one with an absolute value.
