The introduction provides insight to the prevailing system of school education in Sri Lanka, its role, the contribution of school principals, including the principals’ expectations of the general public. The first chapter gives an overview of the school principalship in the Sri Lankan context. The next chapter focuses on the newly implemented NCFSLM program. Special attention is given to the content of the circular published with reference to NCFSLM, the content of NCFSLM, the assessment procedure, the grouping of principals according to performance and Continuous Professional Development. The third chapter describes the qualitative and the quantitative approaches utilized. A greater part of data collection was based on legal documents and reports published by the Ministry of Education. Qualitative data was collected from interviews, observation and experience in the field of education over a 16-year period. Regarding the assessment process, the absence of an unmitigated assessment process, the lack of an established annual timeframe for assessment, the dearth of a proper system to dispatch information, and a shortage of educational administrative officials qualified to take responsibility for the assessment procedure are some of the major issues discovered. As for training, the poor quality of trainers and their scarcity, combined with a lack of an assessment process for principals expected to undergo training, are some of the issues revealed. The results of this analysis suggest that the PDCA cycle of the assessment process as well as the training procedure needs reinforcement and essential changes, the guidebooks need revision, and the officials assigned to assessment and training lack confidence and adequate training themselves. In conclusion, it can be said that in intention, NCFSLM is a successful collaborative effort by the Ministry of Education and The National Institute of Education towards the improvement of school principals’ professional development.
