People have done various discussions on the assumption that this regulation is a democratic one. The examination of the regulation in English, however, revealed the startling fact that GHQ had not translated this regulation alone into English and no attention has not been paid to this fact at all. What is the reason for this fact? The confrontation between the old and new ideas in the education of Japan after World War II was a menace to the problem in the education and made a compromise between two ideas. The root of the problem is that there is the big difference between Japan and U.S.A. in the understanding of "Education."
