The complex energy politics created a geopolitical situation that the route of the main export pipeline became entangled. The Baku-TbilisiCeyhan (BTC) route, which passes through Azerbaijan, the Republic of Georgia, and Turkey, was finally decided upon. By the BTC's opening, western powers expect developments in the various spheres of the area, the diversification of energy sources, and the real independence of the former USSR countries still being suppressed by Russia. However, the influences of the BTC are both positive and negative, and a careful examination of their implications is needed. The positive influences are: (1) economic development through increased investment, which will lead to more transparency and job creation; (2)political development including improvements in legal and human rights and democratization by internal and external pressures; (3)higher standards of living and the activation of society; (4) the exclusion of Russian influence and the expansion of international relations; (5)deepened regional cooperation and the peaceful settlement of conflicts. The negative influences are: (1)environmental deterioration and health hazards for residents; (2)the keeping of authoritarian systems for reasons of stability; (3)anxiety over military expansion and the restarting of conflicts; (4)adverse effects on the economy like inflation, a widening gap between the rich and the poor, and the Dutch disease; (5)unemployment and insufficient social care. Although a true influence cannot be valued until after 2008 when complete operation of the BTC would start, the developments are only considerations taken by the international society.}, pages = {1--21}, title = {BTCパイプラインがもたらす南コーカサス地域への政治・経済的影響}, volume = {31}, year = {2006} }
