This paper aims to investigate the effect of In-Service Education and Training (INSET) on physics teachers’ quality improvement in terms of teacher competence (subject knowledge, teaching skills, and teaching attitudes) in urban secondary schools of Phnom Penh city in Cambodia, using a case study of the Science Teacher Education Project on Sciences and Mathematics Phase 3 (STEPSAM3) INSET project. The STEPSAM3 project aims at improving the quality of science and mathematics education at the lower secondary levels in Cambodia through the development of Teacher’s Guides (TGs) and the training of secondary school teachers by using these TGs. This study used a structured questionnaire survey (to collect data from 92 physics teachers from 22 lower and upper secondary schools in Phnom Penh), focus group discussions (FGDs), and class observations. The results showed the effectiveness of STEPSAM3 INSET in improving teacher competence in knowledge, skills, and attitudes.
