Thereby, this article pointed out that the contribution to rice-paddy cultivation by Japan in Manchuria is not ignorable in the perspective of qualitative change. In a word, the colony government in Kwantung Leased Territory overcame the limitation of the paddyrice cultivation through developing the modern agriculture water supply projects sustained by electric power. Additionally, in view of the characteristics of colony development conducted by Japan, the rice-paddy cultivation in Kwantung Leased Territory was developed in the form of public construction, which was different from that in South Manchuria Railway Zone. This development model was mainly saw in the formal Japanese colonies just like Kwantung Leased Territory, the Taiwan and the Korea.
