Educational Sciences}, month = {Oct}, note = {This research hopes to clarify the underlying foundations that lead to the Japanese physician’s education system reform of the Medical and Pharmaceutical System Research Council (MPSRC) during Wartime and how it relates to current debates regarding further reforms. Although few studies to date exist, the National Medical Care Act of 1938 and the Pharmaceutical Affairs Act of 1942, which reformed the physician’s education system, were both launched based on a report presented by the MPSRC. This paper asks the following research questions: 1) How were the members of MPSRC selected? How were subsequent members chosen and from what professions did they hail? 2) What was the schedule and frequency of meetings? This paper concludes the following: 1) Most of the members were selected from a diverse medical community; representatives hail from a medical society, a pharmaceutical association, the pharmaceutical wholesale industry, parliamentary groups related to the Imperial Diet, etc. This implies that the MPSRC was expected to play an active role in coordinating the interests of multiple parties. 2) In total, meetings were held six times. There were three ad hoc committees and 2 sub- committee meetings. The first and second ad hoc committees and their sub committees were held numerous times.
