 note = {This paper describes a recent state of official vocational training and its theme. Today's official vocational training is characterized by two factors: Employment Insurance Law and the recent recession. Employment Insurance Law enacted in 1974 prescribed the framework of official vocational training. One of the most important point in the prescription was to hammer out aids for training in the enterprises. However, training for the unemployed becomes important in the recent recession on the other hand. Public vocational training is expected to take part in the training for the unemployed. Today's official vocational training is extremely complex. Thus, the vocational training is aiming at esteeming individual worker as a target of future policy of the official vocational training.},
