The data to be discussed below were collected in Asahi Shimbun, that is one of the Japanese major newspapers, Sports senses (Sasagawa Sports Foundation 1997; 1998) and an investigation report of soccer spectators (Takahashi, 2001). Masukawa (1980; 1982; 1983; 1989) and Tanioka (1996; 1998) examined Japanese gambling and stated about Japanese gambling from historical sociological point of view. But it is not clear how Japanese think about new soccer pools, called \u0027Toto\u0027. Based on my analysis, the opinions for the football pools were divided into the political groups. And it was found that there were 4 types of argumcnt against the soccer pools legislation.
