For this purpose, this study measures total factor productivity using a combination of multiple inputs and outputs. We include a number of articles as an output, and a total amount of research and development costs as an input for production in order to incorporate innovation factors into the productivity measurement. Concretely, we measure the Hicks- Moorsteen-Bjurek (HMB) productivity index with a consideration of inefficiency by applying data envelopment analysis models. Further, the HMB productivity index is decomposed into four factors; technical change, efficiency change, scale change, and input and output mix effects components.
