It shows the changing thoughts of the emperor about conducting ‘gaituguiliu’ 改土帰流, which refers to the sending of regular officilals, rather than native chiefs, to control the area.  The emperor, along with the high-ranking officials in Yunnan, might have preferred ‘gaituguiliu’ if conditions allowed, but easily gave it up when facing difficulties. In addition, the Qianlong Emperor did not seem to view the tusi 土司 system negatively. If the system worked well, he did not need to remove native officials. On the other hand, there seemed to be an unchangeable idea about native officials, or native chiefs appointed as Chinese officials.
