This research was inspired by the research of Wu (伍躍), which suggested that even in the same North China the development of central governmental organization, Bao (保), was supported by nearby numerous natural villages, Zhuang (荘), in the prefecture of Baodi (寶坻) on province of Zhili (直隷). In the first and second chapter, I found out that even on the five prefectures of Southeastern area of Henan Province Bao played the most important role as central governmental organization. To suggest that, I analyzed The History of Guangzhou (光州志), which governed the five prefectures. I also depended on the detail ofThe History of Guanshan (光山縣志), which played the leading role of the five prefectures, for my analysis. In the third chapter, I found out that the market towns called Shiji (市集) or more popular 集 developed on the outside of the prefecture castle and they had close relationship with Bao. In the fourth chapter, I concluded my research and the remaining problems. In the last quarter century in Southeastern area of Henan Province , we cannot affirm the fact discovered by WU that the central governmental organization, Bao, was supported by nearby numerous natural villages, Zhuang, in the description of local history of contemporary period. On the other hand,there have some difference with the other local history. How the difference between Zhuang and Shiji appears? Is it come from our reading of the local history or the real difference of them?
