Career education and recurrent education are concrete efforts to enhance the relevance of university education and advance occupational potential, and as such are closely linked to labor and educational policies. Several previous studies discuss the improvement of vocational relevance as a part of university education, yet few studies focus on what the vocational abilities development administration expects from university education. This study aims to examine the evolution of the expectations of university education from a long-term perspective, based on descriptions found regarding to the Development of Vocational Abilities and its predecessor, the Basic Plan for Vocational Training. Regarding recurrent education, the training and education benefits system was introduced with the hope of promoting opportunities for individual workers to take an initiative to further develop their vocational abilities. This led to the formation of a collaborative system in which the vocational abilities development administration provided financial resources while the education administration provided the programs. In the area of career education, the intervention of career consultants, whose professional qualifications are administered by the Ministry of Health, Labor and Welfare (MHLW) has been promoted, in addition to an effort for universities to better ensure graduates make a smooth transition to the workforce. Furthermore, as a change common to both career education and recurrent education, a situation can be interpreted as a “partial fusion” of vocational training and school education, which is stipulated as a relationship of avoiding duplication (Article 3-2-2 of the Human Resources Development Promotion Act), was identified. Finally, this study shows the difficulties on a clear division of roles between school education and vocational training is posed to career education.
