 note = {This study was pursued on the viewpoint of the social and political back ground of this policy, the contents of thig policy and the historical role of this policy. The following results were obtained from this study. 1) It was about 1930 that the policy of leading the thought in the right direction by sports was realized. 2) The contents of this policy was the following. (1) encouragement of community sports. (2) trainning of sports instructor and construction of sports ground. (3) construction of gymnasium. (4) bringing of sports club. (5) openning the school ground to the public. 3) At this time, the crisis of capitalism began to just advance and many social problems to occur. 4) Consequently, democratic and socialist movement exalted in all over the country. 5) Therefore the purpose of this policy was to turn nation's eyes from that movement.},
