| 内容記述 | The Ministry of Education (Mombusho) positioned the unification of medical education, which was divided into college-level and university-level programs, as a policy goal from the 1910s onward. However, between 1925 and 1928, seven private medical colleges were established, and no new ones were founded between 1929 and 1932. This paper aims to clarify the reasons behind this situation through an analysis of the development of the Ministry of Education’s approval process for the establishment of these colleges. The following points have been clarified. 1) In granting approval for the establishment of private medical colleges, the Ministry of Education compared the facilities, assets, and faculty organizations of the proposed colleges with those of existing institutions, such as the Tokyo Women’s Medical College, and other previously approved private medical colleges. None of the approved colleges were deemed to be clearly below the level of colleges that had been established before. 2) The inspectors sent for on-site visits all had backgrounds as educators who had graduated from the School of Letters at the Tokyo Imperial University, and none of them had expertise in medicine. 3) The Minister of Education at the time also adopted a passive stance, believing that once an appropriate application was submitted, it could not be rejected without good reason. 4) However, after 1927, the Ministry of Education began to request that governors strengthen their supervision when granting approvals. 5) Starting in 1928, the Ministry of Education began to request that governors conduct background checks on applicants and donors and encourage applicants to purchase government bonds with the founding capital, along with the proper registration of those bonds. 6) In 1929, the Ministry of Education decided at a departmental meeting to suspend the approval of new private medical colleges temporarily. This decision was based on concerns with an oversupply of doctors, the ineffectiveness of addressing the uneven distribution of doctors, and the shortage of cadavers for medical training. As described above, in the late 1920s, the Ministry of Education’s administration of approvals for private medical colleges progressed from requests to strengthen the supervision of private medical colleges by governors, to calls for stricter procedures, and ultimately to a complete suspension of approvals. This development can be seen as a reflection of the Ministry’s continued commitment to a policy of unifying medical education. | |||||||||
