| 内容記述 | Previous studies have revealed the existence of a secret exchange between Japan and the United States regarding nuclear storage on the Bonin islands (Ogasawara Islands) during negotiations over their reversion. Specifically, U.S. Ambassador to Japan U. Alexis Johnson requested potential nuclear storage on the islands after their return, and Foreign Minister Takeo Miki assured him that such storage would be subject to prior consultation. While some scholars view this exchange as problematic, noting that Miki’s response contradicts Japan’s public stance on nuclear policy, others argue that his response was merely formulaic considering the so-called Kishi-Herter Exchange Note. However, previous discussions took place without access to the original classified record of the exchange. This paper reexamines the validity of prior research, analyzing the recently declassified materials. The study concludes that Miki’s statement to Johnson does, in fact, contradict the official nuclear policy of the Japanese government and is, therefore, problematic. | |||||||||
