| 内容記述 | Under decentralization policies, the relation between local administration and Kominkan has become a critical issue for many municipalities. At the heart of this issue lies a fundamental question about the essence of Kominkan. Legally, Kominkan is a social education institution, and the essence lies in contributing to individual growth and societal development through educational and learning activities. On the other hand, from the perspective of the historical philosophy and actual practices of Kominkan, the essence of Kominkan is to contribute to creating a comfortable community by fostering residents' awareness and capacity for self-governance. By understanding Kominkan from these two perspectives--education and community--it becomes possible to grasp the fundamental nature of Kominkan. In Iida City, although Kominkan is under the jurisdiction of the Board of Education, it functions as a committee within the framework of the local self-governance organization. The system in Iida City encompasses both fundamental aspects of Kominkan. Historically, the activities of Iida City’s Kominkan have intertwined these two aspects, making them well-suited to this system. Examining the role of Kominkan within the local self-governance organization reveals that Kominkan doesn’t directly undertake community development activities but rather focuses on cultivating the leaders for local self-governance. The activities of Kominkan hold a unique significance within the local self-governance organization. Participants in Kominkan activities accumulate various experiences through the process of activities and engage in informal learning, and build connections with people and the community. While many projects of the local self-governance organization are structured and standardized, the projects of Kominkan incorporate non-standardized elements. Rather than having participants engage within a predetermined framework, these activities are characterized by flexibility, allowing participants to create projects based on their initiative and creativity. This paper empirically examines how a new system in Iida City has established mechanisms for the relationship between Kominkan and local development administration, and how this relationship manifests through activities. | |||||||||
