| 内容記述 | 本論文は、日本の研究力低下という構造的課題に対し、技術職員が「研究基盤マネジメント」を主体的に担う新たな体制整備を通じ、研究力向上や科学の再興に貢献する在り方を論じたものである。国立大学法人化以降、様々なリソース削減等により研究現場に歪みが生じる中、著者は研究者としての「科学的・批判的思考」と技術職員としての「現場経験」を融合させ、高度技術専門人材としての役割を確立した。具体的な実践として、東海国立大学機構における「コアファシリティアドミニストレーター（CFA）」制度の構築と成果を詳述する。CFAは、多様な研究支援組織を繋ぐ「サードスペース」の人材として、設備・機器共用推進や外部資金獲得、研究基盤戦略（設備マスタープラン等）の策定支援を主導した。その結果、コアファシリティ利用の劇的な増加や、技術職員たるCFAを共著者とした論文の創出など、目に見える成果を上げている。最終的に本論文は、技術職員を従来の「補助的な役割」から「研究基盤マネジメント専門職」へと再定義する理論を示すとともに、博士人材等が技術職員としてその専門性を発揮し、我が国の科学の再興に貢献するための具体的なモデルケースを提示した。 | |||||||||

| 内容記述 | A novel framework for research infrastructure management, proactively led by technical staff, is introduced to address the structural decline in Japan's research capabilities. Following the incorporation of national universities, reductions in various resources have created substantial challenges and distortions in the research environment. This framework is exemplified by the establishment of a highly skilled technical specialist role that integrates scientific and critical thinking as a life science researcher with practical field experience as technical staff. The establishment and outcomes of the Core Facility Administrator (CFA) system at the Tokai National Higher Education and Research System (THERS) serve as a specific example. CFAs, acting as third-space personnel who connect diverse research support organizations, managed initiatives including the promotion of equipment sharing, the acquisition of external funding, and the development of research infrastructure strategies such as equipment master plans. These efforts led to a substantial increase in core facility utilization and to the publication of papers co-authored by CFAs as technical staff. A theory is proposed to redefine technical staff from traditional supportive roles to professionals in research infrastructure management. This model provides Ph.D. holders and other highly skilled individuals with a concrete pathway to apply their expertise as technical staff and contribute to the revitalization of science in Japan. | |||||||||
