 note = {The objective of this report is to inform the scientific community of solar-terrestrial physics of a coordinated data book (STE DATA BOOK, Special Issue for Solar-Terrestrial Events in February - March 1986, Preliminary Report, Part I, January 1988). The large portion of the data book is devoted to assembling solar-terrestrial observations relevant to very high geomagnetic activity in February 1986. The principal data sources were solar-terrestrial observations in Japan and assembled data provided by World Data Centers. we introduced a new approach in the compilation of the data book; most of the diagrams in the data book were newly created by using several common time scales, on the basis of machine-readable data provided by observers. Typical examples of diagrams in the data book are shown in the present note.},
